Did he talk about Minas being defeated and such (I don' recall his exact words, but something in that direction...)
You get him to talk if you simply wait during the conversation. Afterwards, all of you current characters should have received 1 allowance, all mages 1 new spell and everybody 40000 piasters. He doesn't say that, but you should have received it.
Have a close look at your party again!
